Pre-Program Launch
Program launch refers to the time when a state begins accepting rebate claims. In order to launch a Home Energy Rebates Program, states must submit pre-launch information form(s) to PNNL. The information provided in these forms is needed to understand how PNNL's information technology team will engage with the state and/or it's implementer.
Pre-launch form(s) must be submitted a minimum of 60 days prior to planned program launch. Visit the DOE Office of State and Community Energy Programs (SCEP) Home Energy Rebates Application Guidance for additional resources on program launch.

Area Median Income (AMI) Resources
The following resources were developed to assist with State Energy Offices that are interested in using the spreadsheets for their assessment during the implementation of the Home Energy Rebates Program. These resources will be updated yearly after the Department of Health and Human Services and Department of Housing and Urban Development publish new Federal Poverty Level (FPL) and Area Median Income (AMI) numbers.
The AMI/FPL Comparison Tool spreadsheet presents a comparison of an 80% AMI vs. 200% FPL for each specific U.S. Census Area. This spreadsheet was developed to assist State Energy Offices that are interested in combining or coordinating their Home Energy Rebates Program (HOMES and HEAR) and the Weatherization Assistance Program or other programs that use an FPL threshold.
