Fred Morris of Pacific Northwest National Laboratory (PNNL) was recently awarded the National Nuclear Security Administration (NNSA) Administrator Lifetime Achievement award and Distinguished Service Silver award. The awards recognize his decades of service to the people and government of the United States of America.

“It’s been an honor to have the opportunity to serve such a wide range of national security projects and partners over the years,” said Morris.

The award notes Morris’s profound contributions to regulatory practices for nuclear and radioactive material security and in international nuclear safeguards. Morris, a lawyer and senior advisor in PNNL’s Global Security Technology and Policy group, has contributed more than 35 years of service to the national security mission, including 25 years in support to NNSA projects and partnerships.

“Fred is recognized by colleagues around the world as being a national legacy in nonproliferation. It has been my privilege to learn from and work with Fred in support of the nuclear safeguards and security mission over the years,” said Sarah Frazar, group leader for PNNL’s Global Security Technology and Policy group.

Morris has been a lead contributor to the development and delivery of regulatory guidance and sustainability curricula for NNSA’s Office of Radiological Security since the inception of the program. He has also provided regulatory development support to NNSA’s International Nuclear Safeguards Engagement Program and Nuclear Smuggling Detection and Deterrence programs. In these capacities, he led efforts  to strengthen  nuclear security and international safeguards implementation throughout the world and has worked directly with the International Atomic Energy Agency (IAEA) on the development of key guidance documents and associated training courses. He was also a lead developer of IAEA training on observational skills for its safeguards inspectors.

Currently, Morris chairs the Nuclear Security Guidance Committee (NSGC) Technical Advisory Group, which coordinates subject matter expertise from across the national laboratory complex to inform NNSA’s work at the NSGC. Earlier this year Morris also participated in the International Conference on Nuclear Security (ICONS) held February 10-14 at the IAEA, where he chaired a technical session, served as facilitator for a Global Material Security event on strengthening nuclear security regimes, and presented two papers.
