Biography

Devyn Powell joined Pacific Northwest National Laboratory (PNNL) as an energy policy analyst in 2021. Her research interests focus on implementing policies and programs to enable a rapid and equitable clean energy transition. At PNNL, her work has included analysis of local regulations of energy storage, grid interconnection challenges and reforms, and the incorporation of equity considerations and community benefits into a range of energy policies. She earned her BA at Tufts University and a master’s degree in public policy from Georgetown University, where her graduate research analyzed the relationships between utility governance, renewable portfolio standard design, and decarbonization outcomes. Prior to joining PNNL, she worked at Evergreen Action, Solar United Neighbors, and 350.org.
