Biography

Mr. Dave Goodman joined Pacific Northwest National Laboratory (PNNL) in 2019 and supports a wide portfolio of projects with the Nuclear Regulatory Commission, the U.S. Department of Energy, and the Bonneville Power Administration (BPA). Mr. Goodman comes to PNNL with over 10 years of prior experience working for the BPA, the Bureau of Land Management (BLM), and the Environmental Protection Agency. His responsibilities have included complex environmental planning, permitting, project management, and compliance, with a focus on all aspects of federal National Environmental Policy Act (NEPA) compliance. He has led major projects such as the Columbia River System Operations Environmental Impact Statement (EIS), the SunZia Southwest Transmission EIS, and the BLM Sage Grouse Resource Management Plan Amendment EISs and has overseen the statewide NEPA program for the BLM in New Mexico, Oklahoma, Texas, and Kansas. Mr. Goodman also has extensive experience with the Endangered Species Act, the National Historic Preservation Act, and the Clean Water Act, among other federal and applicable state laws and regulations. Mr. Goodman has a law degree from the College of William and Mary and is a member of the Virginia State Bar.
