NATIONAL ENERGY SCIENCE EXPERTS JOIN PACIFIC NORTHWEST LABORATORY
RICHLAND, Washington -- The U.S. Department of Energy's Pacific Northwest Laboratory has expanded its role in energy generation and efficiency research by hiring nationally acclaimed energy experts Thomas J. Foley and David R. Conover.
Together, the two specialists bring to PNL more than 35 years of experience in energy-related areas, including national economic and policy analysis, integrated resource planning, building energy standards and renewable resources and conservation programs.
Foley joins PNL as manager of the Portland, Oregon, office. Foley will develop and manage PNL's involvement in the Resource Supply Expansion Program -- a collaborative effort between DOE, the Bonneville Power Administration and regional utilities to identify and demonstrate additional renewable energy sources in the Pacific Northwest.
In addition to developing future research opportunities and a regional presence, Foley will focus on PNL's role in DOE's Integrated Resource Planning Program designed to address both energy supply and demand issues.
Foley joins PNL after 10 years as manager of Conservation and Resource Assessment for the Northwest Power Planning Council.
He holds advisory committee seats on energy-related issues both at the Massachusetts Institute of Technology, Cambridge, and at Pace University, New York, New York. Since 1989, he has worked with the National Academy of Sciences' Office of International Affairs on cooperative energy conservation programs with the Polish National Academy of Sciences.
Foley earned a bachelor's degree (1972) in mathematics from Western Washington University, Bellingham, and has completed extensive studies in undergraduate and graduate economics.
Also joining PNL is David R. Conover as senior technical program manager within the Energy Sciences Department of the Applied Physics Center. Conover will focus on the Building Energy Standards Program -- a DOE program managed by PNL to develop technologies and methods to ensure new U.S. commercial and residential buildings achieve maximum energy efficiency.
Conover, based in Washington, D.C., will be responsible for codeveloping strategies to increase the use of building energy standards by state and local agencies. Also, he will develop progress reports for Congress on the level of state and local adoption and implementation of building energy standards.
Conover has more than 15 years experience in the building energy standards area, previously serving as energy programs director and technical services director of the National Conference of States on Building Codes and Standards Inc. and director of Building Energy Codes and Standards for the American Gas Association.
Conover is a member of the Technology Council of the American Society of Heating, Refrigerating and Air Conditioning Engineers, Building Officials and Code Administrators International Inc. and the Council of American Building Officials.
Conover earned a bachelor's degree (1972) and master's degree (1977) in mechanical engineering from Catholic University of America, Washington, D.C.
