The Safeguards and Security Survey and Self-Assessment Guide (available as Word format or pdf format) was developed to describe the philosophy, scope, and general procedures essential to personnel responsible for planning, conducting, evaluating, and documenting performance and compliance with safeguards and security (S&S) requirements or standards during surveys and self-assessments The S&S Survey and Self-Assessment Tool Kit was created to augment the Survey Self-Assessment Guide by providing a variety of samples and tools which may be used to complement the overall survey process. In an effort to further enhance and streamline the Survey Self-Assessment process, Program Review Worksheets (PRWs) have been developed using a two-level approach. The first level, are the high-level PRWs, which are designed for the experienced surveyor to use as a tool to aid in scoping his/her survey efforts. They are not prescriptive in nature but rather provide a framework to ensure the primary aspects of the program are considered for review and as such will be used primarily during the planning phase. The second level, or low-level PRWs have been designed for use during the conduct phase of the survey or self-assessment process. This lower-level PRW reflects specific requirements contained in DOE directives and can be modified by each site to reflect current site-specific conditions.
