The Foreign Ownership, Control, or Influence (FOCI) Guide was developed to document a method to effectively use information regarding ownership, control, or influence of contractors to decide eligibility for facility clearances. When a contractor and, if applicable, its tier parents are determined to be under foreign ownership, control, or influence, the contractor and/or its tier parents are ineligible for a facility clearance or an existing facility clearance may be suspended or terminated unless security measures are taken to negate elements of foreign involvement to a level deemed acceptable to the U.S. government. The Office of Security has developed a new electronic system for contractors to submit FOCI information to DOE in an electronic format. This internet-based system transitions FOCI operations from a paper-based process to an efficient electronic system that will streamline contractor and government efforts and improve efficiency.
