Experience:
An economist by training, Andrew Nicholls conducts analysis of the energy, economic and environmental impacts of energy efficiency programs, and also evaluates emerging national trends that may affect energy use in homes and commercial buildings. Nearly all of his 20- year work experience has been in support of the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE), and in particular, the Building Technologies Program (BTP). His analysis supports key Legislative and Administrative requirements such as the Government Performance and Results Act, the National Climate Change Technology Initiative, Executive Orders regarding federal energy goals, and strategic and multi-year planning initiatives. Underlying all of these key requirements are common analysis elements, which include:
- Quantifying the potential national impacts of realizing program goals and evaluating the barriers to achieving those goals;
- Developing defensible causal linkages between program outputs and market outcomes;
- Investigating Energy Information Administration and other public data sources to identify appropriate markets for advanced technologies;
- Evaluating and documenting retrospective DOE/EERE accomplishments;
- Identifying emerging trends with potential significance for EERE's overall portfolio.
Mr. Nicholls currently manages a project for the Office of Energy Efficiency and Renewable Energy (EERE) at the U.S. Department of Energy. The project assists clients in assessing the impacts of current and past programs, and in program planning and redesign. As such, his work requires close interaction with clients to assess needs and to structure the analysis to address client issues.
