Battelle Memorial Institute, Pacific Northwest Division, operating the Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy (USDOE), National Nuclear Security Administration (NNSA) is interested in entering into a Labor Hour/Time and Material Indefinite Quantity contract in support of the Global Threat Reduction Initiate (GTRI), whose objectives include the threat reduction of an IND or RDD incident against the United States by assisting foreign governments in improving cradle-to-grave security, control, and disposition of radioactive materials. Details of these services are outlined in the Statement of Work (SOW) contained in Attachment No. 3, Sample Contract. This award will comprise the entirety of Battelle's contracting needs for Fiscal Year 2011 (October 1, 2010 - September 30, 2011) and include prices for two (2) option years: FY 2012 and FY 2013.
NOTICE OF TOTAL SMALL BUSINESS SET ASIDE (cl 607 - June 2003)
- Definition. "Small business concern," as used in this clause, means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.
- General.
- Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
- Any award resulting from this solicitation will be made to a small business concern.
- Agreement. A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas. If this procurement is processed under simplified acquisition procedures and the total amount of this contract does not exceed $100,000, a small business concern may furnish the product of any domestic firm. This paragraph does not apply to construction or service contracts.
PNNL plans to use a Labor Hour/Time and Material type contract, with applicable terms and conditions, as illustrated in the Sample Contract and General Provisions contained in Attachment No. 3.
PNNL reserves the right to make an award on the basis of the proposal received without discussions of it; accept proposal as offered; reject the proposal received; negotiate with the offeror; issue an invitation for new proposal; or cancel the requirement without award. Battelle anticipates award of a Labor Hour/Time and Material contracts for this requirement.
This RFP does not obligate PNNL to pay costs incurred in the preparation and submission of the offeror's proposal nor to enter into a contract or other arrangement with the Offeror.

THE REQUIREMENTS IDENTIFIED HEREIN WILL BE FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. (RECOVERY ACT)
The overall goal of Building Energy Codes is to develop energy efficient building energy codes that are widely adopted and implemented by the states. The intent of this solicitation is to provide an opportunity for the States to identify key needs in their states and propose approaches to enhance their ability to adopt the target building energy codes and more effectively implement them. States can propose activities in three broad topic areas — 1) Adoption, 2) Training, and 3) Compliance. This solicitation is also extended to United States Territories and the District of Columbia.
