Publications

Gerry Stokes is the acting director of the Advanced International Studies Unit. He is also Director of the Joint Global Change Research Institute, a collaborative enterprise created by the Pacific NW National Laboratory (PNNL) and the University of Maryland. Previously he has served as an Associate Laboratory Director of PNNL, responsible for the Environmental and Health Sciences Division.

William Chandler, founder and former director of the Advanced International Studies Unit, retired in August 2005.

Thomas Secrest is a senior research scientist and long-time AISU staff member. He supervises and guides AISU programs and provides direct management and technical oversight for several projects. Secrest has worked extensively on demonstration projects and energy assessments in Eastern Europe.

Beverly Johnson is a Program Administrator. Her main responsibilities include overseeing the financial arrangements with clients and contractors and managing the program budget. She is proficient in the management systems that support the AISU’s internal and external clients. She assists clients and/or contractors with proposal packages, contract placement, funding allocations, and financial standing.

Paulette Wright, Head Senior Secretary, has for a decade served as the primary contact for AISU, handling inquiries for publications, contact information, presentations, as well as managing AISU international logistics. She has received four Outstanding Performance Awards from Pacific Northwest National Laboratory (PNNL), and a Team Performance Award from the Lab Director of PNNL. Bob Allen is a science writer at PNNL and serves as webmaster for AISU. Bob has 14 years experience as a writer and editor in the Lab. Before that, he worked in security analysis for PNNL and at the Hanford site. He is a retired U.S. Air Force officer with 20 years as a counterintelligence and criminal investigations officer. Energy Efficiency Center Directors and Staff

AISU in the early 1990s helped create six centers of expertise in as many countries. Our job was to create the legal and operational frameworks of these locally run and locally administered operations and to provide three years of core funding. After more than a decade, each of the six centers continues to operate independently and successfully. The centers are directed by

Current AISU Collaborators

Svetlana Dolgikh is AISU co-team leader in the EPA-sponsored emissions inventory work in Kazakhstan. She is Leader of Climate Change Team for the Kazakh Research Institute for Ecology and Climate (formerly KazNIIMOSK) in the Climate and Ozone Problems Laboratory. Dolgikh received her Ph.D. from the Kazakh State University, Geography Faculty in Meteorology Department. She has 18 years experience in analysis and management of aspects of climate science, particularly climate change detection, climate change scenarios development, vulnerability assessment, and evaluation of climate change impact on ecosystems and human economic activity in Kazakhstan. International projects in which she has played a key role include: “Development of National Climate Change Action Plan for the Republic of Kazakhstan on UNFCCC” with the support from U.S. Country Studies Program; Kazakh-Netherlands project “Kazakhstan Climate Change Study” with the support from Netherlands Climate Change Studies Assistance Program (NCCSAP); Environment Policies and Institutions for Central Asia Program. Her specialization includes estimating climate change in Kazakhstan over the last century; developing the climate change scenarios for Kazakhstan under global warming; estimating of the potential climate change impact on the ecosystems and some economy sectors; conducting emission and sinks inventories, especially for land-use change and forestry, and mitigation analysis for Kazakhstan’s non-energy sector.

Inna Gritsevitch is Lead Researcher, Center for Energy Efficiency, Moscow, Russia, where she has worked since 1993. Gritcevich has led our EPA-sponsored capacity building efforts in greenhouse gas emissions inventories since 1999. Inna’s prior positions include, Senior Research Fellow, Commission for Natural Resources, Russian Academy of Sciences, Moscow, Russia, 1989-1993; Research Fellow, Institute for System Studies, the USSR Academy of Sciences, Moscow, 1977-1989; Junior Research Fellow, Institute of World Economy and International Relations, the USSR Academy of Sciences, Moscow, 1972-1977. She holds an M.Sc. in physics from the Moscow State University (1970), and a Ph.D. in economics from the Institute for System Studies (1981).

Gritsevitch is a leading Russian expert in the problems of energy efficiency and energy related climate change problems, including mitigation policies, emissions inventory, joint implementation, and emissions trading. She recently has taken part in the following studies:

  • 2003-2004: Independent Review of GHG Inventories of 6 Power companies of RAO EES JSC, as Project Leader.
  • 2003-2004: An Outreach Campaign for Russia and CIS countries on New Delhi Work Program on Art.6 of the UNFCCC, under the contract with the United Nations Environment Program, as executive project leader.
  • 2000-2004: Multi-Regional Project to Develop Monitoring and Reporting Capacity for Multiple Greenhouse Gases in Russia, in cooperation with WWF-RPO and Pacific Northwest National Laboratory, as Russian-side project co-leader.
  • 2000-2001: Independent Expert Review of Russian Joint Stock Company - Unified Energy System of Russia Greenhouse Gas Emissions Inventory (RAO EES), for Environmental Defense, as independent expert.
  • 1999: Climate Change Policy and Programs in Russia: An Institutional Assessment, in cooperation with Pacific Northwest National Laboratory, as Russian-side project leader.
  • World Energy Assessment, Chapter 6, Energy End-Use Efficiency: The Underestimated Opportunity for Sustainable Development, under the UNDP/UNDESA/WEC project, as lead co-author.
  • 1999-2003: International Network, Non-energy Use and CO2 emissions (NEU-CO2), a study within the ENRICH Programme, DG XII/D “Environment and Climate,” as the Russian-part project leader.

  • 1994: “Assessments of Ground rules for the U.S. Initiative on JI,” carried out by the Advanced International Studies Unit, Battelle, Pacific Northwest Laboratories, USA for the USEPA, as a Russian side contributor.
  • 1991: the energy section of the project "Global Warming, Climate Changes and Sustainable Development of the Russian Economy" of the Russian Academy of Sciences. Executive editor of the quarterly bulletins “Energy Efficiency” and “Energy Manager,” published by CENEf since 1993.
  • 1992-1996: Lecturing on economics of energy and environment for graduate students of the Moscow State Institute for Physics and Technology.

Gritsevich has authored over 90 articles, papers and brochures.

Valentina Idrissova is a Researcher for the Kazakh Research Institute for Ecology and Climate, Climate and Ozone Problems Laboratory. She holds an MBA from the Kazakh Institute of Management, Economy and Strategic Research. Since June 1997, she has dealt with climate change monitoring in Kazakhstan, development of climate change scenarios, and assessment of climate change impact on environment and the socio-economy of Kazakhstan. Since 1998, she has participated in Kazakhstan’s greenhouse gas (GHG) emissions inventories, particularly assessments of fugitive emissions and industrial processes, and generally in improving the Kazakhstan Inventory of greenhouse gas emissions.

JIANG Kejun is AISU’s Chinese partner for the Sino-American, EPA-sponsored economic and environmental modeling workshop series. Jiang is Director for International Cooperation Division, Energy Research Institute, National Development and Reform Commission, Beijing, China. He received his masters degree in computer sciences from Dalian University of Technology, and his Ph.D. from the Department of Social Engineering at the Tokyo Institute of Technology. He joined the Energy Research Institute in 1990, first working as a computer specialist working on energy information systems, energy system analysis, energy demand and supply forecasting. In 1993, he began research on climate change relative to energy policy analysis, focusing on energy technology policy assessment, energy supply policy assessment, renewable energy development, and energy conservation. At present, he is mainly working on policy assessment for greenhouse gas emissions reduction using the Integrated Assessment Model, and is leading several projects on policy assessment. He is also researching measures for domestic climate change policy, local environment policies, and international negotiations. Since 1997, he has worked with the Intergovernmental Panel on Climate Change Special (IPCC) Report on Emissions Scenarios and the Working Group III Third Assessment Report. Currently, he is lead author for chapter 3 of the Fourth Assessment Report of IPCC working group. JIANG is a board member of the China Energy Association and a member of the Beijing Energy Committee.

PR Shukla is a world-renowned energy and environmental expert, and a formal collaborator with AISU since 1993. He has contributed to several of AISU’s most successful publications, including Climate Change Mitigation in Developing Countries: Brazil, China, India, Mexico, Turkey, and South Africa. He led the EPA-sponsored Economic and Environmental Modeling Workshop in Delhi in January 2004. His
current interests are in energy efficiency, energy-environment modeling, renewable technologies, decentralized planning, integrated assessment modeling and climate change policy analysis. Shukla has worked extensively with government organizations, international agencies, NGOs and private organizations. He has served as a Lead Author for the Intergovernmental Panel on Climate Change, and is author or co-author of many books on energy and environment policies. He holds a Ph.D. from Stanford.

Yelena Smirnova is a member of AISU’s EPA-sponsored Kazakh emissions inventories team. She is a research assistant in the Climate and Ozone Problems Laboratory at the Kazakh Research Institute for Ecology and Climate (formerly KazNIIMOSK). Smirnova graduated from the Institute of National Economy, Mechanical Processing of Economic Information Faculty. Since 1994, she has conducted research on international projects including the Kazakh-American projects Greenhouse Gases and Climate Change in Kazakhstan, and Development of National Climate Change Action Plan for the Republic of Kazakhstan on UNFCCC, with the support from US Country Studies Program, and the Kazakh-Netherlands project Kazakhstan Climate Change Study, with the support from Netherlands Climate Change Studies Assistance Program.

Yelena Stepanova is a certified ecologist, professionally qualified climatologist and meteorologist. An expert on agriculture and waste sectors of National GHG Inventory in Kazakhstan, she holds the position of Senior Researcher in the Kazakh Research Institute for Ecology and Climate (KazNIIEK). She is also a team member of the AISU EPA-sponsored Kazakh inventories team. She has extensive research experience with international projects on climate changes impact and adaptation assessment, development of Kazakhstan’s Climate Change National Action Plan, and she works on regional projects related to atmospheric ozone and the Montreal protocol on ozone depleting substances. A national expert on waste problems, she coordinates work for the National Program for Waste Complex Management development. Irina Baitursunovna Yesserkepova is the senior team leader for AISU’s EPA-sponsored climate change inventories work in Kazakhstan. Yesserkepova currently is Deputy Director on Scientific Work of KazNIIMOSK, which is now known as the Kazakh Research Institute of Ecology and Climate, or KazNIIEK. She graduated in 1980 in geography from the Leningrad State University, Department of Climatology, and in 1988-1990 pursued post-graduate work at the State Hydrological Institute in Russia (Department of Climate Change Studies and Water Cycle in Atmosphere). She defended her thesis on climate change studies in 1990. From 1980-1995, she served as Engineer, Researcher, Senior Researcher, and Leading Researcher at the Climate Study Laboratory of the Kazakh Research Institute of Environmental Monitoring and Climate (KazNIIMOSK). From 1995-2000, she held the position of Chief of the Climate Resources Study Laboratory and Chief of the Atmospheric Studies and Ozone Laboratory in KazNIIMOSK. Since 1999, she has been responsible for preparing the national greenhouse gas emissions inventory of Kazakhstan, by order of the Ministry of Environment Protection. She is included in the United Nations Framework Convention on Climate Change roster of experts. She has been the principle investigator on 10 technical and scientific projects on climate change and ozone layer studies.
